There has been some resent issues with Outlook and Outlook express giving an error:
"Error 0x800ccc0d or 0x800ccc0f" when sending and recieving emails.
There are few things which you need to check when there is an error with sending and receiving emails - BEFORE submitting a support ticket.
First have you installed any new antivirus software? If so disable that and try to send and receive email.
Second, has your local network changed? Have you installed a new firewall or router, are you trying to access your emails from a LAN that might not allow you to do this? Please check with your local System Administrator to see if there might be something blocking your access. Also if you have an existing firewall or router disable this and see if you will have an issues (especially with software firewalls like Zone Alarm)
Third, here is a link from Microsoft's Knowledgebase on this error message:

Fourth in Outlook this is a bug and can usually be resolved by restarting your email client and making sure you have SMTP authentication enabled.
This is not a server problem and is caused by a miconfigured email client, ISP's blocking access to port 25 and using port 26 instead or a DNS problem with your ISP.
To confirm that the mail server is online and responding you can perform the following:
From the 'Start' button click 'Run' Type in 'telnet yourdomain.com 25' You should receive something to the effect of:
220-servername.domain.com ESMTP Exim 3.35 #1 Thu, 23 May 2002 22:31:23 -0400 220-We do not authorize the use of this system to transport unsolicited, 220 and/or bulk e-mail.
This confirms there are *no problems* with the SMTP server
To confirm the POP server is online and responding:
From the 'Start' button click 'Run' Type in 'telnet yourdomain.com 110' You should receive something to the effect of:
+OK POP3 ["your server name" cppop 1.2] at ["server IP"]
This confirms the POP server is online and there are *no problems* with the POP server.
